With an announcement that combines generosity with a firm ultimatum, the United States has vowed $2 billion to support United Nations emergency relief efforts. However, this funding came with a direct warning for the international body: it must "evolve or perish."

This commitment came amid major cuts in US funding for humanitarian operations. Additional reductions are also anticipated from other major contributors including Britain and Germany.
